Utilities Billing
Jacksonville Utilities Billing now offers a new system for paying utility bills online. With the new system, you will be able to pay by text or secure eBill, pay via eCheck online, make one-time payments or easily create a new account to save payment info, view actual PDF of bill online, manage your eBill notifications online, manage multiple accounts online, and set up and manage monthly AutoPay.

Already pay online? Existing customers who are currently set up to pay online will need to enroll in the new eBill system. Current login information will not transfer to the new system. New and current customers can go online to and click "Online Bill Pay" to sign up. During the process, you will be able to update your information and select new options. If you have any questions, please call Utility Billing at 910 938-5248.

Utility services for both residential and commercial customers within Jacksonville city limits are designed to provide an eco-friendly water, sewer and sanitation infrastructure. Important water, sewer, and sanitation account information as well as resource-saving tips are available for new and current customers.

New To the Area
To set up a utility services account with the City of Jacksonville visit City Hall Monday through Friday from 8AM to 5PM at:
815 New Bridge St.
Jacksonville, NC 28540

Applicants will be required to: 
  • Complete a new service application form 
  • Show picture identification 
  • Show proof of address (such as lease or mortgage statement) 
  • Make a minimum deposit required to establish service which includes a $30 non-refundable service charge, a $3.50 credit check fee, and balance of deposit

Important Information
  • Payment is due 20 days after billing date 
  • Previous balances must be paid within 10 days of current billing date to avoid suspension. A $55 suspension fee may apply 
  • Billing and due dates may not be changed 
  • Customers are notified of returned check and have until 10 a.m. the day following notification to pay in full. A $25 service charge will be applied to returned checks
