BidNet - Current Open Bidding Opportunities
BidNet is an internet-based bidding system that allows all vendors online access to the City's requests for proposals (RFPs) and requests for quotes (RFQs). Vendors can register for free to access current RFPs (over $30,000); however, accessing RFQs ($30,000 or less) requires a small registration fee. Vendors who pay the fee can sign up for automatic notification, via email or fax, based on the commodity codes selected during registration.

The City uses competitive bidding practices as required by North Carolina General Statutes to ensure that the best value is obtained for goods and services through open vendor competition. 

Minority Business Participation
The City of Jacksonville has the legal and moral obligation to foster the participation of minority businesses as prime contractors, subcontractors and suppliers in contracting opportunities with the City.  In support of this, the City adopted a resolution in 1994 to have a verifiable goal of 10% or more for participation by minority businesses in building construction contracts awarded.  To read further, please see the City of Jacksonville’s Guidelines for Recruitment and Selection of Minority Businesses for Participation in City Construction Contracts - Guidelines

Office for Historically Underutilized Businesses (HUB)

The City of Jacksonville does not certify minority, disadvantaged or woman-owned businesses. Any business that desires to participate as an MBE will be required to complete and submit for certification, documents required by the North Carolina Administration Department of Historically Underutilized Business (HUB) certification. Only those firms holding current certification will be considered for inclusion in meeting the MBE participation percentage goals.
