Five-Year Consolidated Plan & Annual Action Plan

The City of Jacksonville's Community Development Division's  2014-2018 Five-Year Consolidated Plan and 2014-2015 Annual Action Plan has been approved by HUD and describes the community needs and priorities for use of Community Development Block Grant (CDBG) funds.

During this five year period the city expects to use Federal CDBG funds to address the City's most pressing needs in the areas of affordable housing, demolition and clearance, neighborhood revitalization and public services. Funding must be targeted to households earning less than 80% of the area median income.

Consolidated Annual Performance and Evaluation Report (CAPER)

The CAPER provides Citizens with a summary of activities and accomplishments achieved during the program year through the implementation of programs and activities under the Community Development Block Grant program (CDBG).  The CAPER reports progress in meeting overall Consolidated Plan goals and priorities.

Annual Community Assessment of CPD Program Performance


Each year the Department of Housing and Urban Development (HUD) assesses the performance of formula grantees that receive Community Development Block Grant (CDBG) funds. Citizens of Jacksonville are hereby notified that the Consolidated Annual Performance and Evaluation Report (CAPER) for the period July 1, 2015 to June 30, 2016 has been reviewed by HUD and an assessment has been completed.

This Annual Community Assessment of CPD Program Performance will be available for public review beginning December 28, 2016 through January 12, 2017.  For additional information, contact Lillie R. Gray, CD Administrator at or by phone at 910-938-5285 or TDD 455-8852.
