The City of Jacksonville’s National Pollutant Discharge Elimination System (NPDES) Phase II Stormwater Program was developed to protect our watershed and improve the nation’s water resources from polluted stormwater runoff and in response to the City’s Phase II stormwater permit. This permit became effective on March 1, 2007. In accordance with the terms of the permit, a stormwater ordinance was adopted by City Council on February 3, 2009.

With adoption of this ordinance, the City of Jacksonville became the permitting agency for those seeking stormwater permits for new development and redevelopment. The administrative manual provides forms, checklists, and information regarding stormwater permits.
